Three or four high quality players, at positions of need, maybe available at #23.

I wouldn't view that as a problem, but rather as an an opportunity. If they had several players they rated very close in value, they could chose the one who fit their biggest need, or they could chose one who if combined with their 2nd round pick was thought to maximize value across the top of their draft.

I'm not so sure about that.  It could work out that the best available player might be the 3rd CB, 2nd or 3rd LB, 4th OL, or 2nd TE.  Nor exactly guys we're hoping will fall to us.

Point taken yatQB. But I didn't say "best available"; it's a term I don't use without adding at a position of need.
I said, "close in value" as JoeP already had made clear that the choice was to be among: "Three or four high quality players, at positions of need, maybe available at #23"
