Seems foolish.  He plays a lower valued position.  If his results look favorable compared to top 3 WRs, he will be in play in top 8 picks, however if doubts, he may fall to 15-20.  That's leaving money on the table.

Maybe he is injured?

Players have a pretty good idea of what sort of numbers they would put up if they participated.   If the numbers are good but not great, it could hurt his draft stock.  Still, the reason this TE is talked about as top 10 is his ridiculous athleticism.   As scouts say, you don't get double credit.  In other words, if the scouts expect you to run fast, you don't get any extra credit for actually running fast.

Problem with TEs is that they are like a box of chocolate you never really truly know what you are going to get. How many people thought OJ Howard. Or Vernon davis were going to be huge.
