Kickoff or punt return?  I assume you mean punt return because it's been all touchbacks on kickoffs. 

They could use a better punt returner.

Agree 100%. The return game is an utter embarrassment. I've never seen a team who literally do not have a single player who can successfully catch a punt. This is the worst return game I have ever seen by the Giants who have repeatedly ignored the importance of the return game.

There are tons and tons of return specialists every year. Most don't get drafted or if they do its the 6th/7th rd or UDFA. It's a question of value, and with the NFL going away from specials is it more important to try to hit on a late skill player, db, lineman, or hold a spot for a guy to kneel 5 times a game.

It's a simple matter to sign one in free agency and then NOT cut them after training camp

There are no doubt punt returners on other team's practice squads.   The problem is the Giants insisted on keeping Shepard.  As a veteran, his salary is fully guaranteed, so they will have to pay even if they cut him.
