Same way they did their homework on CB DeAndre Baker and thought he was worth trading up into the first round to draft.
Gettleman and the various coaching staff were terrible when it came to assessing character.
Remember when a scout was quoted as saying Eli Apple scares him because he can't cook. That was an inelegant way of saying he's an idiot. Sometimes you just have to go with your gut when a player comes across as a clown, especially in the first round.

I do remember that comment being heavily mocked. As you point out, ultimately, the scout was correct in his assessment (as you say, poorly worded). The funny thing is there was no accountability for all the people who wrongly mocked the assessment.
Of course, there is another part of this equation that is never really discussed. Some teams are better at babysitting/keeping their players out of trouble than others. The Cowboys are the best in the NFL in terms of handling players with character issues. I suspect the Giants are on the opposite side of that ranking.
It wasn't always that way. The team once had the ability to rehab players with questionable pasts and other issues. Kerry Collins had almost run himself out of the league before turning himself around with the Giants. Christian Peter was another player the team was able to get on the straight and narrow.
LT was famously a man of questionable character who Parcells was able to keep from fully crashing and burning.

This stinks of poor player development (Toney being the exception) more than bad choices.
That being said: Parsons being on the board and passed over is inexcusable.
Because of character concerns, Parsons was apparently not on many team's Draft Boards. So we don't know if he was even under consideration by the Giants. As to Parson's comments - unless I heard the actual interview, I would take player's claims with a grain of salt

Eli Apple is immature which he and his mom proved during his time in NY. What makes you think the scout worked for the Giants? If you're going to have strong opinions, at least know what you're talking about.
