Schoen's take on DJ is boilerplate..of course. Jones will be the starter in all likelihood with his deal when he is ready. Now, keeping the job may be something entirely different.

Trying to glean anything from GM interviews during the "lying season" is fruitless.  To your point, can someone point to a single GMs commenting on the need to replace thier current, 'established' starting QB prior to the draft?  No, because it would be absolutely insane to do so, for obvious reasons.
