Gotta believe a memo went out this week to officials and teams clarifying what is, and isn't, an unsportsmanlike conduct penalty. How it got to this point is maddening, especially so for Giants fans.

Are players normally fined for this offense? Seems like the 15 yard penalty is the fine.
